| OUR PURPOSE To provide a charitable, non-political organization of trained volunteer citizens reserves to respond, assist and aid during natural or man made disasters, provide emergency preparedness training and education to the citizens of North Carolina, to assist Federal, State and Local government agencies, and to assist other organizations for the benefit of the State of North Carolina and its citizens. |
| ORGANIZATIONAL STRUCTURE The NCER is organized into units for training and operations. The NCER State Headquarters is responsible for all units within the State of North Carolina. The one hundred counties within North Carolina are divided into two Brigades, the 1st Brigade (Eastern) and the 2nd Brigade (Western). The Brigades are divided into Regiments which contain areas up to 23 counties. Each Regiment is further divided into smaller units, the Battalion, which has several counties within it's area of operations. Within the Battalions there are Companies and Platoons which are the local units. |
| GOALS OF THE NCER One of our goals is to organize and train Community Emergency Response Teams (C.E.R.T.) in support of North Carolina. These teams are first responders An additional goal of the NCER is to create Search & Recovery Teams that utilize special modes of transportation, such as 4-Wheelers, Horses and Boats. The NCER has plans to establish organized units that specialize in the fields of Aviation, Waterborne, Medical, Engineering, Scuba, Shelter Management, Search & Rescue and High Angle Rescue. |
| TRAINING The NCER conducts individual and group training. Our Basic Training is conducted during monthly meetings. We combine basic training with emergency prepardiness and response training. We train in the areas such as Medical, Drill & Communications We also utilize State and Federal government courses that are offered to organizations such as ours. These include courses on the Incident Command System and Community Emergency Response Team (C.E.R.T.) The NCER also utilize other organizations to gain valuable training and certification. |
| UNIFORM The NCER has adopted an olive drab field uniform which is readily available at minimum cost. Name tapes and patches are brightly colored to clearly identify members of the NCER as Disaster Services workers. Because of our structure, rank insignia is worn on both collars of the uniform shirt and the cap. We also utilize a red hardhat for missions. Patches and insignia issued for certification of specialities are addressed in our uniform policy. |
| RECOGNITION The NCER had adopted an awards program to show members our appreciation for their volunteerism and professionalism. These include custom skill and training badges which are unique to the NCER, but easily identifiable to the general public and other emergency services personnel. The NCER is also a certifying organization for the Presidential Volunteer Awards Program. |
