| The NCER is also a certifying organization for the Presidential Volunteer Awards Program. |
| appreciation for their volunteerism, professionalism and training. These include Special Skill Badges, Training Proficiency Badges and Training Certification Bars. All of the N.C.E.R.'s Special Skill Badges, Training Proficiency Badges and Training Certification Bars are unique to our organization, but easily recognizable to the public. Our designs are embroidered in red on an olive drab background. Special Skill Badges Special Skill Badges are awarded to personnel for advanced training that members have completed and require certification.. These may include courses such as Basic Law Enforcement Training, Emergency Medical Technician, Scuba or Amatuer Radio Operator License. Training Proficiency Badges Training Proficiency Badges are awarded for completing training courses such as CPR, First Aid, Land Navigation and Search & Rescue. Training Proficiency Badges such as First Aid and CPR can only be worn if the member is currently certified. Training Proficiency Bars Training Proficiency Bars are awarded for completion of specified Training Courses. These include SARTECH I, SARTECH II, SARTECH III, C.E.R.T. and N.C.E.R.
