NCER Staff Identification Badge


Applicability.  This memorandum applies to Headquarters, North Carolina Emergency
Reserves and direct reporting units.

Proponent and exception authority.  The proponent of this memorandum is the Chief of Staff,
NCER.  The Chief of Staff has the authority to approve exceptions or waivers to this
memorandum that are consistent with controlling law and regulation.  The Chief of Staff may
delegate this approval authority, in writing, to a division chief within the proponent agency or a
direct reporting unit of the proponent agency in the grade of colonel or above, referred to
hereafter as a principal officer.  Activities may request a waiver to this memorandum by
providing justification that includes a full analysis of the expected benefits and must  include
formal review by the activity's senior legal officer.  All waiver request will be endorsed by the
commander or senior leader of the requesting activity and forwarded through their higher
headquarters to the policy proponent.

This memorandum prescribes policies and procedures for issuing the NCER Staff
Identification Badge (NCERSIB).

4.  Responsibilities
a.  The Chief of Staff, NCER will-
        (1)  Sign, as the approval authority, the NCERSIB certificate for personnel assigned to
authorized Table of Distribution and Allowances (TDA)  positions when all eligibility
requirements are met.
        (2)  Sign, as the approval authority, any NCERSIB certificates involving any exception to
the eligibility requirements.
        (3)  Make final determination of eligibility for authorization to wear the NCERSIB arising
from questions not answered in this memorandum and issue guidance to all principals
concerning issues not covered herein.
        (4)  Add a line to the standard duty memo for in processing personnel which states
whether the individual qualifies for temporary issue of the NCERSIB.
        (5)  Ensure processes are in place for collecting temporarily awarded NCERSIB badges
from personnel who do not complete the 365 day requirement and are not permanently issued
the NCER Staff Identification Badge.  

5.  Policy
a.  The NCERSIB is not an award nor a decoration, but a distinguishing emblem of service at
HQNCER.  The NCER Staff Identification Badge is a visible sign of professional growth
associated with the important duties and responsibilities of the NCER Staff.  Issuance of the
NCERSIB is not automatic, but is based on demonstrated outstanding performance of duty
and approval by a principal NCER official.
b.  The NCERSIB will be issued for temporary wear to members regardless of rank who are
assigned to an authorized position in a principal HQNCER position.  After one complete year
of assignment, personnel meeting all other eligibility requirements will be processed for
permanent issue.
c.  Original issue of the badge will be made by the HQNCER COS.  Replacement badges will be
purchased by the individual from commercial sources.
d.  Certificates are issued ''for services on the General Staff, North Carolina Emergency
Reserves."  The certificate constitute authority for permanent wear of the NCERSIB and may
be replaced by the issuing agency if lost or destroyed.
e.  Wear of the NCERSIB by members who qualify for the temporary or permanent wear is
mandatory on the Class C Uniforms.

6.  Eligibility requirements
a.  The NCER Staff Identification Badge may be authorized for permanent wear to-
Members regardless of grade who are assigned on orders to an authorized TDA in a principal
HQNCER agency for a period not less than 1 year (365 cumulative).
b.  The 1-year eligibility requirements will ordinarily not be waived.
c.  Members must have demonstrated outstanding performance of duty.  The NCER COS may
withhold authorization of the NCERSIB from individuals whose conduct or performance in not
in keeping with the high standards of the HQNCER service.  Personnel who are currently
under a suspension of favorable personnel actions (flag) are not authorized permanent wear
of the NCERSIB.
d.  The NCER COS exercises final approval authority within the NCER for award of the
NCERSIB.

7.  Preparing and submitting requests
Use the HQNCER Form 43 to process request for issuance of the NCERSIB.  Any HQNCER
Form 43 forwarded to the NCER COS must be signed by the Principal Official or his or her
appointed designee in their absence.  Request will include the individual's-
a.  Rank
b.  The date the 365 day eligibility requirement was met
c.  Name as desired for the certificates
d.  Social Security Number
e.  Authority for assignment (Orders, etc.)
f.  Dates of serviceable

8.  Filing certificates
Authenticated NCERSIB certificates will be forwarded to the HQNCER Personnel Section for
inclusion in the individual's Personnel File.
