NCER Memo #2 State Training Plan
|
Foreword
This is a recommended training plan and schedule for the North Carolina Emergency
Reserves.
Throughout this plan, major areas of concentration are detailed along with the suggested
hours for each area. The schedule section is a guideline for accomplishing the training plan.
Battalion Commanders, at their discretion, may change the scheduling in order to meet their
unit’s needs. All required training hours must be fulfilled in order to complete each subject.
Battalion Commanders should be prepared to brief the Regimental Commander of their unit's
progress and status. If any problems or questions arise concerning this program , Battalion
Commanders should contact the Regimental S-3 for assistance.
In addition to the training, all physically qualified members of the NCER will work toward
becoming a certified member of the National Association of Search and Rescue (NASAR).
Members that are currently in the training program are considered to be “Associate” members
of NASAR. Regimental FTX’s will be held for the sole purpose of training in this specific area.
This training will include practical field exercises along with text study. The program will be
geared toward preparing our personnel for the NASAR test which is required for certification.
Advance notice and operation plans will be accomplished by the unit S-3 and forwarded to
higher headquarters.

Considerations:
1. In addition to the 56 required hours of training, time should be allotted for the Commander’s
and Chaplain’s input at each drill or training activity.
2, Some of the required hours detailed above will be accomplished during the
Regimental FTX’s.
3. FEMA Training Certificates will be maintained at each level of command and with the
individual.
4. A training report will be submitted using the After Action Report Format (Annex 1)

Based on the suggested training schedule, there are two blocks of instruction time; one block
for three hours and one block for four hours. With a total of seven hours of instruction time
available per month, only 44 hours of the required time can be accomplished at a battalion’s
monthly meeting. Therefore, 12 of the 56 required hours will have to be accomplished at our
FTX’s. Please take FTX’s into account when covering your required material.
Emergency Support Training: Individual and Community Emergency Response
Training will be completed using computers and classroom instruction under the
guidance from the local County Emergency Manager. Due to it's very nature, this
training must be introduced early and be continuous. All Commanders will ensure that
personnel complete the following on-line training:

Meeting Schedule
Battalion Commanders should schedule their monthly training dates opposite their
companies. This allows Company Commanders to attend Commanders Call at Battalion level
drill if needed, and also allow Battalion Commanders to attend Company Drills as needed.
However, training dates should be scheduled to allow for maximum participation by members.
